In recent developments, India's Commerce and Industry Minister, Piyush Goyal, has initiated significant discussions and proposals aimed at reshaping the nation's startup landscape. His focus encompasses the establishment of dedicated organizations to support startups and a call for a shift towards high-end technological innovations.

Proposal for a Non-Profit Entity to Support Startups

In September 2024, Minister Goyal proposed the creation of a non-profit company under Section 8 of the Companies Act to centralize and streamline all initiatives under the Startup India program. This entity is envisioned to be industry-led, similar to Invest India, and aims to bring together various bodies and initiatives to foster a more cohesive startup ecosystem. The minister emphasized that this structure would enable the industry to operate more independently and efficiently.

Formation of the 'Startups Club of India'

Earlier, in January 2024, a landmark meeting took place involving 54 of India's 111 unicorns—startups valued at over $1 billion. Convened by Minister Goyal, the discussions centered on the growth trajectory of India's startup ecosystem and the role of domestic capital in nurturing and scaling startups. A significant outcome of this meeting was the plan to establish the 'Startups Club of India,' an association aimed at collectively addressing challenges and enhancing the startup environment in the country. Vijay Shekhar Sharma, Founder of Paytm, highlighted the importance of this initiative, stating that such a club could facilitate solutions like improved access to capital through better connections with bankers and investors.

Concerns Over E-Commerce Growth and Call for High-Tech Focus

In August 2024, Minister Goyal expressed concerns regarding the rapid expansion of e-commerce in India. He highlighted potential issues such as predatory pricing by e-commerce platforms and the possible negative impact on employment within the traditional retail sector. Goyal stressed the need for a cautious evaluation of the broader socio-economic effects of this growth.

More recently, in April 2025, during a startup event in New Delhi, Goyal urged Indian startups to emulate China's focus on high-end technology sectors. He criticized the proliferation of services like rapid food and grocery delivery, suggesting that they cater primarily to affluent consumers and contribute to the creation of low-skill jobs. Goyal emphasized the importance of directing entrepreneurial efforts towards areas such as electric mobility, battery technology, robotics, and 3D manufacturing to position India as a leader in advanced technological innovation.
